Sam's passion lies in environmental stewardship. His education and work experience span civil engineering, environmental consulting, and project management.
Sam has worked on a variety of land development projects for private developers, cities, counties, regional non-profits, state agencies, and federal agencies. Notable projects include California High-Speed Rail CP-1 environmental management, Caltrans Districts 5 and 6 hazardous materials investigations, City of Tulare Cartmill Avenue Expansion engineering services, Hunters Point Naval Shipyard Parcel D-1 remediation, and FEMA Region 6 temporary housing oversight.
His civil engineering experience consists of the preparation of engineering plans, specifications, and estimates (PS&E) for roadway and utility improvement projects. As a staff civil engineer, he has overseen subcontract work for various projects, and prepared engineering roadway and utility designs, engineering plans, specifications, engineering estimates, Caltrans encroachment permits, and utility relocation plans.
His environmental permitting experience spans the transportation, utility, and private land development industries, through multiple stages of development. His environmental planning experience includes CEQA / NEPA documentation (preparation of technical studies, IS/EA, EIR/EIS), MMCRP implementation, compliance oversight during construction, and post-construction monitoring. His project-specific regulatory permit experience includes CWA 402 (NPDES CGP, IGP, and MS4); ESA Sec 7 (USFWS BO); CESA Sec 2081 (CDFW ITP); and SARA Title III (EPCRA Tier II).
His project management experience includes consultation between contractors / subcontractors / consultants / government agencies; preparation and administration of cost scheduling, project scheduling, contracts, change orders, and invoices; overseeing & tracking labor, equipment, materials, data collection, and scope completion; and development and oversight of project scopes, contracts and agreements on technical requirements, program level quality standards, KPIs, and procedures.
